Can anyone help this gentleman?

Here is his question:
But Gennady Zyuganov, the Communist party leader, said: "It is completely incomprehensible why the British have the necessary technology, but we don't."

Remember that this is a Russian parliamentary OPPOSITION communist leader. (which I think is rather neat)

He is just saying the same as any UK opposition leader (any party) says when it turns out our troops don't have boots again.

As Ayn Rand said the source of wealth is the individual rational human mind.

Communism rejects reason, and punishes rational people who create wealth.

Don't worry, the British Government is obeying its communist masters and is doing its best to reduce us to the subsistence level of the average Russian serf.

Because the submarine rescue service has been privatised.

Good news: "The crew of the space shuttle Discovery has landed safely after a challenging 13-day mission in space. Bad weather in Florida forced NASA to reroute the spacecraft to California." http://www.dw-world.de/dw/article/0,1564,1673273,00.html

On the question, though, fair's fair - it's probably a question of priorities. CNN suggests Russia is busy rescuing US astronauts from the international space station. http://www.cnn.com/2005/TECH/space/08/01/russia.space.ap/

Maybe the answer is encapsulated in the gentleman's stated job role.

I didn't know they still had a Communist Party - in most of Eastern Europe that entity has been renamed with some bland non-descriptive title, so as not to frighten the horses.

I guess people are tougher in Russia itself.
