Tell me it isn't so

I came across this interesting speculation:
He said: "Everyone who is over the age of consent who has some knowledge of the world will know an area with a close association with docks would have prostitute activity.

"The trade around Leith grew up to service the needs of the seamen, and possibly the recent move of the Scottish Executive to the area has ensured the continuation of the prostitutes."

Yes, possibly.

I trust we all realise that it's the civil servants who have moved to Leith. The politicians remain in the city centre, but perhaps they pay the odd visit...

Given that Labour remain the major party at Holyrood, is this taking Private Public Partnerships a step too far? 
 
Of course, if prices increase expect Leith's Ladies to be nationalised in the public interest.
